THE EPA ESTIMATES THAT JUST 35% OF TODAY’S CONSTRUCTION INDUSTRY IS IN COMPLIANCE WITH THE 1972 CLEAN WATER ACT, AND ITS NPDES (NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM) PERMIT REQUIREMENTS. EXPENSIVE FINES, PENALTIES, WORK STOPPAGE, AND EVEN JAIL TIME ARE AT STAKE FOR THIS INDUSTRY. THE CONSTRUCTION INDUSTRY COMPLAINS OF GETTING DIFFERENT INTERPRETATIONS AND GUIDANCE FROM REGULATORS, ENGINEERING FIRMS, LAWYERS, AND FELLOW CONSTRUCTION TRADE ASSOCIATIONS. IT IS CLEAR THAT THE RULES AND GUIDELINES THAT ACCOMPANY THE CLEAN WATER ACT AND ITS NPDES PERMIT CAN AT TIMES BE CONFUSING AND MISLEADING.

IN AN EFFORT TO HELP OUR CUSTOMERS BE IN COMPLIANCE WITH THE CURRENT LAWS AND REGULATIONS, ENVIRO-TECH HAWAII, INC. OFFERS A WIDE RAGE OF NPDES COMPLIANCE SERVICES. THE MOST POPULAR SERVICES ARE LISTED BELOW

• Creating Site-Specific Erosion Control Best Management Plans (BMPs)

According to the State and Federal Law, each construction site which has an NPDES Permit is required to prepare a Site-Specific Erosion Control Best Management Plan. The Purpose of a Site-Specific Erosion Control BMP Plan is two-fold. First, the plan outlines all of the Best Management Practices (BMPs) which are expected to be required on this Construction Site, complete with pertinent information on each BMP (selection criteria, descriptions, maintenance requirements, etc.). Second, it consolidates the information found in multiple documents (NPDES & NGPC for this Construction Site, Construction Specifications, Construction Drawings, Supplemental Documents, etc.) and establishes a single document which all participants and concerned parties on a particular Construction Site can reference. This is a simple and comprehensive plan which makes it easy for everyone involved with a Construction Site to be “on the same page”, and therefore ultimately decrease the potential for Clean Water Act and NPDES violations.

• Revisions of the Site-Specific Erosion Control Best Management Plans (BMPs)

The Site-Specific Erosion Control Best Management Plan is considered a living document and is subject to change. Should improvements, modifications, corrections, or other changes be required after this document is accepted and disseminated, Enviro-Tech Hawaii, Inc. can prepare a revised Site-Specific Erosion Control BMP Plan, of which will be forwarded to the Project Owner for review and acceptance. Once the Owner accepts the revised Site-Specific Erosion Control BMP Plan, it will be disseminated to all participants and concerned parties on the Construction Site.

• Construction Site Best Management Practices (BMP) Inspections

According to State and Federal Laws, the Best Management Practices (BMPs) installed on a job site must be maintained for the duration of the construction project, and can not be removed until permanent erosion control BMPs are installed. In order to maintain the effectiveness of the Erosion Control BMPs, it is imperative that regular monitoring and maintenance be performed. Failure to keep BMPs in proper working order will result in unacceptable soil losses and subsequent violations of the NPDES permit conditions.

Enviro-Tech Hawaii, Inc. offers Construction Site BMP Inspection Programs that are custom tailored to fit the needs of our Customers. In addition to providing Inspection Programs, Enviro-Tech Hawaii, Inc. can help our Customers effectively perform their own inspections by providing the necessary training and tools required to effectively conduct in-house inspections.

• Aerial Environmental Assessment and Consulting Services (AEACS)

Enviro-Tech Hawaii, Inc. is proud to be the first company in Hawaii to provide Aerial Environmental Assessment and Consulting Services (AEACS). This service uses aerial photographs to document the progress of construction projects and to aid in NPDES Permit compliance. AEACS has two phases, the Air Phase, and the Ground Phase, as described below:

The Air Phase is used to capture aerial photographs of the construction site and to get an “overall” perspective of the project. The major benefit of attaining an aerial perspective is that a site’s topography can be easily studied. From the air, “run-off” into neighboring properties, as well as “run-on” from neighboring properties, can be accurately observed and documented.

The Ground Phase is essentially a traditional Construction Site BMP Inspection Program that uses the aerial photographs gathered in the Air Phase to compliment the Final Site Inspection Report. The combination of aerial photos and ground photos allows Enviro-Tech Hawaii, Inc. to provide its Customers with a comprehensive and effective Site Inspection Report, of which can be used to ensure NPDES Compliance and evaluate overall effectiveness and efficiency of the existing erosion & sediment control program in place.

RENTAL POLICY:

Successfully operating a hydroseeder can prove to be a very challenging task if the technician has not undergone proper training. Inexperienced operator technicians not only jeopardize the equipment, but they often jeopardize the project they are working on as well. It is important to remember that hydroseeding is more than just spraying green mulch on the ground, it’s about establishing vegetation too! To protect our customers reputation, and to protect our valuable FINN Hydroseeders, all customers who wish to rent a FINN Hydroseeder are required to complete an equipment orientation and training program offered by Enviro-Tech Hawaii, Inc. This program is an 8 hour hands-on workshop designed to help our customers get the most out of their rental experience, and ensures a successful outcome for everyone. A typical workshop will be as follows:

8:00 – 8:30 Introduction to the FINN Hydroseeder. A 15 minute video pertaining to the applicable FINN Hydroseeder will be presented.

8:30 – 9:00 Pre-Operation checklist review. General maintenance, daily service & lube points, and basic control operations will be performed.

9:30 – 11:30 Hands-On Training for the applicable FINN Hydroseeder. Material selection, application rates, mixing procedures, and spraying techniques will be reviewed. A flat area will be used for this portion of the workshop, and traditional Hydro-Mulch material will be used.

11:30 -12:30 Lunch Break (Provided by Enviro-Tech Hawaii, Inc.)

12:30 – 2:30 Hands-On Training covering material selection, application rates, mixing procedures, and spraying techniques that are associated with high performance Bonded Fiber Matrix (BFM) products. BFMs are usually specified for use on steep slopes which are susceptible to erosion. BFM’s are also used for hydro-sprigging warm season turfgrass species, such as El Torro Zoysia and Seashore Paspalum. A moderate slope will be used for this portion of the workshop and Hydro-Sprigging El Torro Zoysia will be demonstrated.

2:30 – 3:00 End of day clean-up and Post-Operation Checklist will be reviewed.

3:00 – 3:30 Open forum for questions and review of day’s events.

3:30 – 4:00 Administer “FINN Certified Technician” oral and written test.

Customer’s who complete the equipment orientation and training program and pass the oral and written test will be issued a “FINN Certified Technician” certificate. This Certificate will allow the customer to rent Enviro-Tech Hawaii, Inc. FINN Hydroseeders in the future.

* ScourStop is a semi-rigid, high-density polyethylene plastic mat (4 ft X 4 ft X 1⁄2 inch) designed with voids throughout the structure which enable vegetative growth. ScourStop is formulated with 10+ years, UV protection which colors it a dark green. Additionally, once vegetated, the mat is mostly shielded from the sun and undetectable – making it a permanent installation.

* ScourStop integrates vegetation with modern polymer material technology to mechanically protect the soil from scour and erosion until the shear forces have dissipated. This synergy of mechanical protection and vegetation enables this BMP system to resist much higher shear stresses and velocities than vegetation alone or rock rip rap.

* ScourStop is only one element of a channel protection BMP protecting the scour area; the other element of the BMP is the downstream channel protection. Sod and/or turf-reinforcement mats can carry the water load once expansion of the channel has enabled a decrease in the shear forces and velocity.

Enviro-Tech Hawaii, Inc. is proud to offer our customers our exclusive Straw-Based Bonded Fiber Matrix (SBBFM). Our unique SBBFM is the very first Bonded Fiber Matrix product designed in Hawaii, and is the only Bonded Fiber Matrix on the market that incorporates technology designed specifically for Hawaii’s unique tropical climate. This product is the result of 12 years worth of experience in working with custom hydraulic mulching formulations and Bonded Fiber Matrix products in Hawaii.

It should be noted that our Straw-Based Bonded Fiber Matrix (SBBFM) has recently replaced other “mainland” Bonded Fiber Matrix products on several projects, such as the Army Corps of Engineer Drum Road Project on Oahu, the Department of Hawaiian Home Lands Honokaia Pastoral Lots Subdivision and the Laiopua Villages Subdivision on the Island of Hawaii, and several phases of the Kukuiula Development project on Kauai (it is now their standard specification). In fact, the Straw-Based program has been approved for use by the State of Hawaii Department of Land and Natural Resources and has recently been specified for several Emergency Erosion Control Projects, such as the Round Top Drive Emergency Slope Repair Project and the Ka’a’awa Landslide Project.

Engineers, Architects, and Contractors have realized the benefits of going with a locally designed Bonded Fiber Matrix, and realized the performance and economic benefits of our SBBFM. If you have a tough erosion control job, contact us about our new and innovative Straw-Based Bonded Fiber Matrix (SBBFM), we will be happy to show you why it is Hawaii’s best BFM!

HydroStraw™ hydro seeding mulch is an innovative new mulch product made right here in the USA. Our specially formulated composition of annually renewable natural fibers, tackifier, and other additives provides a new alternative to the old conventional mulches of the past. You’ll now experience more uniform coverage, quicker and much easier loading procedures, and a product that requires less water to apply making you more efficient. You can now add 50% more mulch and spray 50% more area per tank load, this additional coverage can quickly translate into more productive work days and less time filling your tank. Or, look at this way, if you now do 10,000 square feet per load with your conventional wood or paper mulch, you will be able to cover 15,000 square feet per load with HydroStraw™ Mulch. When you do the math it’s hard to find a reason why you wouldn’t use HydroStraw™
